Real Property Lister Assistant

·         Obtain copies of Land Records from Register of deeds and then Analyze, research & interpret Land Transfers to    verify accuracy/validity of conveyance and developing and maintaining the Assessment Roll.  Includes developing   and maintaining property descriptions from various     source documents, subdivision plats, and Certified Survey Maps.

·         Apply Geographic Information Systems technology to Deeds, Subdivision Plats, Certified Survey Maps) to identify & draft new parcels/parcel    splits and then develop and assign unique parcel numbers to new properties.  Identify    splits that appear to be in conflict with applicable   subdivision regulations and notify appropriate department staff.

·         Assist Mapping/Geographic Information Systems Technician in developing, updating & maintaining parcel maps.

·         Process and distribute Assessment Rolls, Assessment Notices and related documents to municipal assessors, clerks, and treasurers.

·         Provides system education, training and assistance regarding assessment policies, property descriptions (including errors and conflicts in    ownership) to a diverse set of property professionals such as attorneys, appraisers, and the general public and assist them in obtaining data from      the Counties Land Information and Mapping Systems.

Deputy to Register of Deeds

·         Assisted the public, municipalities, and government officials in obtaining information from the current and past tract systems and from the vital records on file at St. Croix County . Served as chief resource for assisting abstractors, attorneys and the public in performing complicated searches.

·         Reviewing Real Estate documents for recordability according to Wisconsin Statutes and determine acceptance or rejection and Tracting daily documents and indexing the documents for the public, abstractors, attorneys, appraisers, and real estate companies.

·         Assisted in the purchase and implementation of the automated tracting, imaging, and receipting system currently in use at the Register of Deeds.

·         Enter documents into the cashiering-recording and grantee-grantor system, and balances cash and invoicing, including authorizing, opening and closing charge accounts.

·         Creates and distributes monthly land transfer and sales reports to newspapers, appraisers, and the general public and creates and burns disks of all recorded real estate documents and provides copies to Abstracting companies.

·         Reviews UCC-Real Estate documents for accuracy and completeness according to statutory requirements.  Sends rejection notices explaining deficiencies or contacts appropriate parties to obtain additional information.

·         Acted as resource for staff and the public answering questions about procedures and state statutes regarding UCC filings and Real Estate Records.

·         Acted as a resource for software/vendor information and assists the computer services department during upgrades and enhancements of the computerized real estate land indexing system and served as lead educator to staff and searchers.

·         Sets up search criteria and administrative information in computerized real estate indexing system.

·         Reads maps and legal descriptions and tracts and double entry verifies elements of real estate documents and makes judgments when there are discrepancies.

·         Educate and assist Village in making the conversion from manual bookkeeping to computer bookkeeping.

·         Provide client service and education to multi-million dollar public and private companies on how to improve their revenues, productivity,   proficiency, and accuracy.

·         Preparing Loan documents such as Mortgages, Satisfactions, and UCC (Uniform Commercial Code) filings for recording at the Register of Deeds Office, including issuing checks for the loan distributions for real estate taxes.

·         Managing and balancing problem accounts and reviewing overdraft accounts.

·         Process NSF checks determining what checks to pay or reject unpaid and Cash teller.

·         Service provided to members requesting loan information, deposit information, and account information.

·         Became eligible to take the 2 ½ day exam upon graduation from college in May 1989 and took the next possible     exam in November 1989.  Passed the first time.

 

Other Interests & Volunteer Efforts:

 

Girl Scouts of St. Croix Valley

·          Involved since with Girl Scouts since 1997 as a Troop Leader & Parent Volunteer and served as  Treasurer of Girl Scout Service Unit and      Treasurer for multiple Girl Scout Troops

·          Cookie Mom from 1999-2001 which includes compiling cookie information from each girl, placing a troop order, ensuring all cookie funds are collected, and distributing incentives to the girls of the troop.

Hammond Snowdrifters

·      An avid snowmobile rider and member since 1988 and treasurer for 8 years and secretary for 2 years.

·      Responsible for organizing multiple fundraising events for trail maintenance and donation to charity.

·      Served on the Scholarship Review Committee for 7 years.

Hammond Queens Committee

·      Four Year Hostess for pageant candidates and assistance to lead committee members for scenery and pagent set-up

Hammond Lions Club

·      Current member helping at fundraising events such as the Softball Tournament, Casino Night and Heartland Days

Summary:

Beth Pabst has been servicing the public at the St. Croix County Government Center efficiently and professionally for 16 years.  She gets along well with others and is able to work independently and as part of a service team.  She loves challenges and working with the patrons and property owners of St. Croix County.  She has the education, managerial skills, knowledge and experience needed to make the conversion to a new Register of Deeds and easy as possible.
